Based on the study of the laws of the functions of local government in the environmental field, the practice of implementation of environmental programs at the local level, we give the comparative legal analysis of municipal participation mechanisms to ensure the right of every resident of the territory of a favorable environment in Russia and foreign countries in this scientific paper. The decision of some local environmental issues (provision of separate waste collection, creation and equipping of municipal waste processing stations, cleaning forests and river areas) is economically difficult to achieve. At during the study were used comparative legal method for the study of the positive foreign experience in solving environmental problems; system analysis method to analyze the institute of municipal governance and procedure solutions to local environmental issues as a single complex; methods for describing, summarizing, predicting for the formulation of the problem of the right of local people to a healthy environment and the formulation of conclusions about the prospects of its solution.
