The paper presents a mobile GIS technology for monitoring spatially distributed
emergencies. Mobile GIS technology is a combination of hardware, software and
information tools that provide cartographic modeling, integrated representation of
geographic and attribute data, as well as the collection, storage and analysis of
geospatial information. Mobile GIS technology is designed to solve the problems of
monitoring the natural and man-made environment, as well as forecasting the processes
of emergence and development of emergencies in order to minimize negative social,
environmental and economic consequences.
The mobile GIS technology monitors the environment and the condition of potentially
dangerous objects; operational monitoring in the area of emergencies; determination of
the main characteristics of the damaging factors of emergencies ? a qualitative analysis;
determination of the risk of exposure to damaging factors and assessment of their
stability ? quantitative analysis; forecasting emergencies and assessing the risk of their
occurrence. To obtain and analyze geospatial information about the emergence and
development of emergencies, a satellite-based GPS global positioning system is used.
The GPS allows to continuously receive data on the location of potentially dangerous
objects ? emergency sources with a high degree of accuracy.
The developed technology is optimized for the performance of mobile devices, has an
adaptive design for smartphones and tablets with the Android operating system,
supports work with cartographic and attribute databases.
The paper also discusses the technological limitations and potential problems during the
implementation of mobile GIS technology.
