Since Latvia joined the European Union (hereinafter the EU) in 2004, socio-economic territorial development in the regions of the country has been unbalanced, increasing regional disparities. At NUTS3 level, there are six statistical regions in Latvia. Zemgale is one of the regions of Latvia. Since 1992, two administrative and territorial reforms (hereinafter ATR) have been implemented in Latvia, and in 2021 it is planned to carry out the third administrative and territorial reform. In June 2020, the new ATR was approved by the government. Before the ATR, Zemgale region consisted of 22 territorial units: two cities under state jurisdiction and 20 municipalities. After the ATR, Zemgale region will consist of five municipalities and two cities under state jurisdiction. The territorial border of Zemgale region will not be changed. The socio-economic comparison led to a conclusion that the administrative territories created as a result of the ATR could not become more prosperous in the future under the current conditions and with their current potential in order to eliminate the territorial disparities. Research methods. The research employed general research methods, statistical analysis, logical construction as well as analysis and synthesis. The research period: indicators for Zemgale region in the period 2010-2019.
The sources of information used: specialised economic literature, research documents and scientific conference papers, EU regulatory documents, laws of the Republic of Latvia, the National Regional Development Agency?s RDIM database and Central Statistical Bureau data.
