FLOOD RISK ASSESSMENT IN THE CRISIS MANAGEMENT SYSTEM OF THE SLOVAK REPUBLIC

The paper deals with the actual flood risk assessment in Slovak Republic. The recent history of massive floods within the territory of Slovak Republic and their character is described as well as the latest flood and changing character of the flood causes. It is usually a natural disaster that occurs due to sudden or unexpected changes in the meteorological situation. A brief description of the crisis management bodies with focus on the major responsibilities of the Fire & Rescue Corps within the current Act on Flood and European Flood Directive and its implementation within flood protection and prevention system of the Slovak Republic is done. The key flood hazard and flood risk tools are described. The full accordance among the Slovakian system and the EU law on floods is pointed out. The main source of information for learning from the course of floods is monitoring their course, analysis of the effectiveness of preventive measures to protect against floods, the effectiveness of flood protection interventions and flood rescue work and documentation of the consequences of floods. Flood risk management with aim to reduce the likelihood and/or the impact of floods is described with focus on prevention, protection, preparedness, emergency response, recovery and lessons learned. HYPOS, a system of flood risk maps is introduced together with flood hazard maps provided by Center of Forecasts and Alerts of the Slovak Hydrometeorological Institute. The institute fulfill the tasks of the flood forecasting service, information on the meteorological and hydrological situation, the risk of floods, the occurrence of floods and other possible developments in meteorological and hydrological conditions that affect the course of floods.
