The authors substantiate that the implementation of decentralization reform in Ukraine can help to achieve the goals of sustainable development. Procedures and policies for decentralization reform promote socio-economic development of the regions through changes in the country's budget policy. This affects the welfare of the population and is one of the global goals of sustainable development. The main directions of decentralization that directly or indirectly affect the implementation of sustainable development goals are identified. One of the important areas of decentralization is administrative reform, which started in 2014. The basis of administrative reform is the "financial decentralization" of the regions and changes in the administrative system of Ukraine.
The reform leads to changes in the administrative centers of the new territorial units. The optimal definition of the administrative center is one of the important aspects of forming a financially viable territorial community. The reason is the recent changes in the administrative-territorial structure of the regional level. Identified the main problems that arise when analyzing the criteria for selecting the centers of combined local communities and new areas. Thus, in the methods of administrative reform emphasizes that the administrative center of the territorial community should be the settlement, which is characterized by the most developed infrastructure, is the most economically viable and, as a rule, located closest to its geographical center.
The purpose of the article is to assess the suitability of geographic information system (GIS) tools: data, tools for implementing the principles of sustainable development through decentralization. The main tools for analyzing the socio-geographical location of administrative centers were geographic information systems (GIS). Using the program of spatial analysis and modeling Surfer, allowed to analyze the spatial changes in the distance of the new territorial units to the united administrative districts of the Kherson region of Ukraine. The proposed approaches to the use of GIS in modeling the new administrative system can be used to solve other problems of decentralization reform.
