ANALYSIS OF MEASURES TO REJUVENATE GENERATIONS OF FARMERS THROUGH THE NATIONAL RURAL DEVELOPMENT PROGRAM IN THE DANUBE DELTA REGION - TULCEA - ROMANIA
Abstract
The exodus of young people from rural areas in Romania, corroborated with the decrease of the population at national level is a major problem of the country. The Common Agricultural Policy integrates this issue, finding several forms of support both in Pillar I, on direct payments, and in Pillar II, on rural development. This paper proposes the analysis of support for young farmers in the second pillar. Thus, the measures related to the support of young farmers through the National Rural Development Program will be analyzed, both from the first programming period and from the second period. Following the quantitative and qualitative analysis of the number of funded projects and their value Analyzes will be performed mainly in Tulcea County, this being a special one, including the Danube Delta nature reserve, and access to the measures in this area were more intense. Testing the hypotheses will determine whether the average level of projects in this area differs, statistically significantly, from the national average. Finally, certain hypotheses will be tested regarding the effects that these investments, by accessing the support measures for young farmers, may have on the development of the Danube Delta area and Tulcea County in Romania. Therefore, this paper aims to analyze the measures to rejuvenate the generations of farmers, through the national rural development program in Tulcea County, Romania, starting from the research hypothesis that in this area, which includes the Danube Delta nature reserve, access measures was more intense due to conditions in the area.
