AN APPLICATION OF MINIMUM ENVIRONMENTAL CRITERIA FOR CONSTRUCTIONS: COMPARISON BETWEEN COSTS AND REQUIREMENTS IN A PUBLIC INFRASTRUCTURE INVESTMENT IN ITALY

Abstract

In recent years, the European Commission (EC) has increased interest in environmental issues, focusing its attention on the green economy concept. Green Public Procurement (GPP) is a voluntary tool that integrates environmental criteria with all steps of the process of purchasing goods and services. With the first Public Procurement directives, the EC introduces a useful framework to define guidelines for the adoption of GPP. In Italy, the definition of the GPP National Action Plan (GPP NAP) for the environmental sustainability of purchases in the Public Administration sector and the introduction of the New Code of Public Contracts, formalize the general environmental criteria for Public Procurement of works, services and supplies. The research presents a preliminary assessment of the technical and economic feasibility of main planning works in a medium-sized Italian industrial area. In response to the technical specifications and Minimum Environmental Criteria (MECs), supplies and services market offers to evaluate fitting design solutions, technical performances, source of supplies and related costs. For any public works project a repeatable procedure has been developed to guide the designer in the application of building MECs. The study showed that MECs can reduce the environmental impacts related to construction, but with sensible variation in costs. Moreover, the application of MECs, regardless of project characteristics, would be more effective with more information and training of actors involved.
