Abstract

Article presents issues relating to the chances and curtailment of the use of planning concepts to shape mountainous areas, where development is based on tourism. Spatial planning has for a long time been regarded as a means for protection of environment and in particular the protection of areas with eminent natural attractions like for example mountainous areas. Recent flood showed that having no well-chosen planning concepts for upper river sections effect on damage and danger to human life in these places. The Wierchomlanka and Czercz River valleys has served as an example to identify activities and measures aimed at nature protection. A consequence of planning errors is degradation of the environment. Over-exploitation of resources have also been considered. All measures: the ones which goal is protection and those which cause damage, are within the remind of local law set out bin planning documents. A part and parcel of the system of spatial planning is impossibility of avoiding a conflict of these interests. This absolutely should not mean, that better and more flexible solutions cannot be sought.
