TOWARDS ACHIEVING THE SUSTAINABLE DEVELOPMENT GOAL 12 AND IMPLEMENTATION OF THE CIRCULAR ECONOMY: INTERNATIONAL AND RUSSIAN EXPERIENCE
Abstract
The global society, while continuing operation within the acceptable load on the planet, will not be able to meet the material needs in the future. The circular economy (hereinafter referred to as the CE) may have great potential in solving environmental and economic problems. It is necessary to adopt a system-wide approach aimed at restructuring economic and social relations. The transition to CE will help to save natural resources, minimize waste generation, contribute to achieving a zero-waste society, reduce emissions and optimize resource use. Some of the targets of the Sustainable Development Goals (SDGs) related to the CE implementation are under consideration in this article. It is possible to track progress in implementation of CE and improve economic mechanisms in the field of waste management. A comprehensive analysis, evaluation and estimation of their achievement in different countries are presented. Based on the results of the analysis, recommendations were proposed within the framework of the SDG 12 implementation in Russia: promotion of measures and initiatives aimed at implementing CE; implementation of CE indicators in government programs: -domestic material consumption-, -domestic material consumption per capita-, -domestic material consumption per unit of GDP- (SDG indicators 12.2.2), -national recycling rate- including type of waste (SDG indicator 12.5.1). The research methods are economic analysis, statistical analysis. The practical significance of this research is the possibility of implementation of results in development strategies, government programs and economic instruments.
