ON INFORMATION SYSTEM OF MASTER PLAN OF A CITY IN CONDITIONS OF THE CHANGE OF THE URBAN PLANNING POLICY
Abstract
In the work there is offered approach to determine index of quality of city environment which is used for development of master plan of a city. As an example of application of this methodology there is considered the project of master plan of Ternopil with help of geoinformational system. Over the past two decades the cities of Ukraine are undergoing a new phase of their development, which is associated with a radical change in the economic system (the transition from the planned management to a market economy) with a global trend of increasing role of non-productive sectors in post-industrial epoch. All this explains the depth of the transformation of their internal structure, which is observed today Objectives. The purpose of the work is to develop methodological approaches to the assessment of the quality of the urban environment and the subsequent use of the received statistical data for forecasting the spatial aspect of social stratification in the city's master plan. Results. In the course of development of the city master plan it is proposed to solve the following tasks: 1) determine the principles and justify methodical approaches to formalized assessment of the quality of the urban environment; 2) develop a methodology for evaluating individual components within the integral index of the quality of the urban environment taking into account features of the territorial structure of the city; 3) analyze the territorial differentiation of distribution as separate parameters that affect the qualitative characteristics of the city the environment; 4) determine the ratio of objective and subjective factors in pricing on the residential real estate market of the city; 5) to carry out a comparative analysis of qualitative characteristics of the urban environment and the territorial component of processes, which are indicators of the development of social stratification in the city. The research used a combination of general scientific and cartographic methods: cartographic and mathematical modeling, field monitoring surveys, expert estimation method, comparative, sociological (questionnaire) methods.
