MODERNIZATION OF RAILWAY LINES IN BULGARIA - STRATEGY AND GOALS FOR A CLIMATE NEUTRAL EUROPE. IMPACT OF PROJECTS ON PEOPLE
Abstract
The modernization of the Bulgarian railways, which has been underway for more than 20 years, is an important step towards a climate-neutral Europe. The goal is to improve Bulgaria's connectivity with the countries of Central and Western Europe, by achieving European standards and integrating the national transport network into the trans-European transport network, the requirements for interoperability of the railway infrastructure in Europe and the EU Green Deal. The expected results of the modernization are achieving higher speeds, improving the throughput of the railway network, reducing travel times and improving the environmental impact of transport. This report examines the benefits and disadvantages of the implementation of the projects under the "Transport and Transport Infrastructure" program for the period 2014-2020 and the priorities set in the "Transport Connectivity" program for the period 2021-2027, based on the strategy for the development of railway transport until 2030. The scientific method SWAT analysis was used to assess the effectiveness of the implementation of the strategy for the modernization of the railway infrastructure in Bulgaria. The modernization of railway lines requires the displacement of existing ones or the design of new routes passing through urbanized territories. This invariably leads to a negative impact on people and their living environment, for the limitation of which special measures are laid down in the projects. The benefits and costs of such measures in the project for the modernization of the Sofia-Plovdiv railway line are considered in this paper.
