ON THE PARTICIPATION OF CITIZENS IN PUBLIC HEARINGS: ISSUES OF PUBLIC CONTROL
Abstract
The public hearings are the kinds of the public control?s forms. These hearings are usually devoted to considering of environmental issues, problems of town planning, land use, i.e. the most important problems for population. Research objective is search of additional legal opportunities for citizens' activity in questions of local life. The author analysed the positive experience of participation of inhabitants in some American municipalities by solution of city problems. However there is a number of the problems connected with the procedure of their carrying out, inclusion of citizens in number of subjects of public hearings. The research has allowed to prove offers for elimination of the revealed shortcomings. The scientific novelty of the received conclusions lies in the following, legal short stories create conditions for accounting of opinion of citizens, expand a circle of participants of public hearings. The practical importance of results of the conducted research is obvious. They allow to increase the interest of citizens in public hearings, will promote fuller accounting of opinion of inhabitants by local authorities. Such results of the research would influence legal institution of public control in a positive way.
