STRUCTURAL DESIGN OF THE AGRICULTURAL TERRITORY ACCOUNTING FOR WATER USE AND EROSION CONTROL

Abstract

A great number of agricultural structures such as irrigation and drainage systems and anti-erosion facilities like bulk shafts, terraces, grassed run-off holding collectors, barrages, wind protection belts, etc. were put into operation during the last century in Bulgaria. The Agrarian Reform of the 1990-s posed unfavorable conditions for preservation and use of this valuable inheritance. Currently, small-sized, fragmented and scattered land use causes deterioration of land quality and infrastructure. The regulatory framework in force omits the issue of agricultural land-use planning, while it is vitally needed for the territories under special use. There is lack of incentives for stewardship and use of the agricultural infrastructure, which predetermines owners? unawareness. The paper analyses the conflicts between land and water use in the ameliorated areas, which stem from the functional disability of the amelioration systems in conditions of fragmented land use and inadequate land structural design. The analysis is supported by facts about the current state of the agricultural infrastructure and agricultural land-use issues. Legislation gaps and insufficiency of regulated planning tools for increasing land- and water-use efficiency and land conservation, are discussed. Ways for mutual improvement of land and water use within the attached to the existing and newly designed irrigation and drainage systems areas are proposed, with the idea for increasing the efficiency and the ecological effect of the costly systems. The paper focuses on land development, land consolidation crop structure and conservation measures in the ameliorated agricultural areas.
