RISKS OF OPEN-PIT ADVANCE IN THE VICINITY OF THE VENUSE COAL ASH POND AT DB MINE SITE, SD A.S.

Abstract

Currently, the mining company Severoceske doly a.s. is preparing a plan for advance of the Bilina open-pit site within the borders of the newly established territorial limits of environmental impact, which are established by resolution of the Government of the Czech Republic No. 827/2015 Coll. To create permanently stable pit slopes and safe mining activity, exploitation will extend to the southern outcrop of the coal seam and overburden benches will move further westward. In the next process of the open-pit mine, the wet storage of ashes ? New ash disposal site from UNIPETROL RPA s.r.o. will be approached. Ash wet storage is expected there until 2032. Subsequent technical reclamation within the construction of the new ash disposal site (coal-ash pond Venuse) is not considered before 2035. It is not possible to guarantee such an adjustment of the water system, which will completely guarantee safe mining activity and the final stages of the reclamation of the coal-ash pond. Therefore, a temporary protecting pillar is proposed in accordance with Decree of the Czech Mining Authority No. 415/1991 Coll. on the construction, preparation of documentation and establishment of protective pillars and zones for the protection of mining and surface objects. Lignite mining in the specified mining area takes place in open-pit operations. The extraction of overburden cuts is a major change in the groundwater regime, as well as surface waters in the area concerned and in the wider surroundings. For this reason, it will continue to be necessary to monitor and maintain the surface of water table of these waters at a tolerable level due to the negative impact of mining and surrounding buildings.
