Abstract

This paper identifies the main Green and Blue growth impact evaluation analytical approaches, underlines the Blue and Green growth skills governance framework through technical and vocational education and training concept and provides structured categories of skills and competences needed. By using comparative SWOT analysis and secondary statistical survey of labor market and economic data relevant for analyzing structures and developments in the green economy of the regions and in-depth research on selected Triple-helix institutional governance areas, this paper summarizes results of Lithuania-Germany-Poland regions economic and social readiness to develop Green and Blue growth skills and competences in order to meet industriesпїЅ demand on upcoming Blue and Green tech inclusive growth economy trends.
