CIRCULAR ECONOMY AND SUSTAINABLE DEVELOPMENT IN SOUTHEAST EUROPE: CHALLENGES, INNOVATIONS, AND FUTURE TRENDS
Abstract
The transition to a circular economy (CE) is a key driver of sustainable development, particularly in Southeast Europe (SEE), where environmental pressures and economic restructuring remain significant. This study examines CE policies, implementation practices, and emerging trends across SEE countries, with emphasis on their alignment with European Union sustainability frameworks. A mixed-methods approach is applied, combining comparative policy analysis with qualitative case studies. Data sources include national strategies, regional reports, and recent empirical studies on resource efficiency, waste management, and circular innovation. The analysis highlights practical applications such as industrial symbiosis, eco-innovation, and digitalization. Despite increasing policy commitment, limited research has addressed how leadership structures and managerial practices influence CE implementation in SEE. The interaction between governance capacity and organizational decision-making remains insufficiently explored. Findings indicate that implementation gaps persist due to institutional fragmentation, financial constraints, and low technological adoption. However, emerging initiatives supported by public–private partnerships demonstrate potential for scalable circular solutions. Future progress depends on strengthening governance frameworks, enhancing regional cooperation, and fostering strategic leadership and management practices. The study concludes that an integrated and adaptive policy approach, supported by effective leadership and stakeholder engagement, is essential for advancing a resilient circular economy in SEE
