DEVELOPMENT OF TECHNOLOGY FOR ENVIRONMENTAL SAFETY CONTROL BASED ON GEO-INFORMATION SYSTEMS

Abstract

We developed based on GIS method for model decision implementation to manage the process of ensuring environmental safety. Management of environmental safety requires forming processes with predetermined properties. This work presents a control concept based on synthesis, which allows fulfilling these requirements. To do this, we discussed the dialectic of the social, economic, technical-technological systems and their influence on the processes of environmental security. We show that the control of the process of ensuring environmental safety is a human decision. We allocated the mechanisms of environmental security. We propose that geo-graphic information system (GIS) is the basis to guarantee the achievement of providing the required level of environmental safety. We consider satellite system sensing of the Earth as a source for generating GIS layers. It is capable to observe the surface at different wavelengths. We show the effectiveness of different combinations of channels for mapping and identification of observed objects. We provided recommendations for the collection and adaptation of data, analysis and construction of the Decision Support System. We developed the analytical dynamic model of process management of environmental safety. The model is based on system integration processes education of the threat, identify the threat, and neutralize the threat. It based on a mathematical model of human decision. We propose the mechanisms for the implementation of the conditions of existence of the process of ensuring environmental safety based on network models. We show the possibilities of the network simulation, which allows to link time slots and the state of the underlying control processes with critical time and status of the network models.
