STRATEGIC BENCHMARK OF THE DIGITAL ECONOMY IN THE REGION-S AGRO-INDUSTRIAL COMPLEX

Abstract

Since 2017, the Russian government has begun to pay more attention to digital technologies in agriculture. The Ministry of Agriculture of the Russian Federation proposed the creation of a state subprogram "Digital Agriculture", in addition, an analytical center was created within the Ministry to monitor the state of agricultural land. Intensive introduction of information technologies in agriculture, promises productivity growth, investment attractiveness of the industry, improving the quality of products with a sharp reduction in costs. Today in Russia there is more than enough information in agriculture on one direction, and on others there is very little, moreover, the quality of this information also causes doubt, so it is rather problematic to find regionalized cereal varieties in the region, but the average yield of cereals is open access, but the reliability of these data is questionable. The vector of agricultural development in all regions of Russia today is aimed at digitalization technologies. The Ministry of Agriculture announced the launch of a test period for the project "Effective hectare", according to which the indicator of the efficiency of agricultural land use will be key already since 2021. This system will allow economic monitoring of the efficiency of the use of arable land in the recalculation on such production factors as the capacity of the machine and tractor fleet, personnel, profit, profitability, costs. In 2018, it is planned to launch a personal cabinet, where each user will be able to obtain the necessary analytics for his company, order public services, use a bank of standard projects for agriculture, and select an industry consultant. The creation of an agricultural export unit will help regional agricultural producers organize export of their products, form export cooperatives, promote products abroad under the national brand of Russia and five subbrands of industrial products. And thanks to the consolidation of data from all sources in the Federal State Information System on agricultural land and lands used for agriculture, it will be possible to build a complete picture of the structure of the crop rotation of the country, which will make it possible to prepare scientifically grounded approaches to increasing the productivity of land. Everyone knows that agriculture does not belong to the most innovative sectors, but, nevertheless, agriculture is transformed into new biological, nanotechnological developments, integrates the logistics chains of production and marketing and adapts its products to the needs of a specific consumer. All this carries the trend of digital technology. The key problem of agriculture is that at least some technologies become available only to large and medium-sized businesses. So far, not all agricultural producers can use advanced solutions. However, digitalization tools will become cheaper, and clouds are called upon to make their use massive. Thus, the agro-industrial complex of the region needs to lay the foundations for the formation of a new technological structure, ensuring its transfer to digital agriculture.
