WATER SECURITY INDEX: AN INTEGRATED WATER MANAGEMENT TOOL (CASE STUDY IN BULGARIA)
Abstract
Monitoring progress in the water sector requires an interdisciplinary approach and involves quantitative and qualitative assessment. This need must be integrated in such a way as to allow the solution of a wide range of tasks. In addition, the process should allow the inclusion of views and evaluations of water users. To evaluate the progress of a municipality, country or region, it is necessary to build a monitoring system based on simplified indicators. In this context, the purpose of this publication is to adapt and test at the municipal level (for the border municipalities between the Republic of Bulgaria and the Republic of Serbia) the Water Security Index. Indices are widely used political tools for evaluating achievements in a given field of public life. Their main advantages are that they can combine more than one area progress indicator into a single number, as well as combine quantitative and qualitative indicators. However, many of the elements cannot be measured directly. ?This can be overcome by using other substitution variables. As a result, the simple index obtained can show the degree of development, both from one country to another and its development over time. The Water Security Index is such a simple, easy-to-use indicator for the water sector. The Water Security Indexes of the border municipalities calculated in this article can be used by both the responsible water authorities and the regional planning institutions. It is also possible to apply the index directly by the residents of the municipalities. In this way, they will be able to understand how to better manage water and meet their own needs, as well as identify measures for actions that will improve management in the water sector.
