INSTITUTIONAL PROBLEMS OF DOMESTIC TECHNOLOGIES CREATION FOR EXPLOITATION OF HARD-TO-RECOVER OIL RESERVES IN RUSSIA
Abstract
At present creation of a system of incentives for large-scale development, adaptation and introduction of the newest domestic technologies for developing hard-to-recover oil reserves is a very important task of the oil and gas industry in the Russian Federation. It is connected with depletion of traditional deposits and deterioration of mining and geological conditions of production. The sequence of creation, development and commercialization of any technology in oil and gas industry includes four elements: research and development, experimental design, field testing and production. These stages are interrelated. If the technology can not be developed at the stage of field testing or low potential for commercialization of technology at the production stage, the incentive for scientific research is also low. The article reviews the problems and limitations of the growth of technologies for the development of hard-to-recover oil reserves in Russia at each stage. Particular attention is paid to the analysis of problems at the production stage and identifies the main factors affecting the entire chain of technology development and constraining their development in the oil industry of Russia. It is noted that the weakest link in the chain of innovation in the Russian oil and gas industry is the stage of field trials due to the extremely low level of really useful communications between all participants in the creation of an innovative product. Recommendations on state support instruments that can lead to a significant synergetic effect in the creation of new technologies for the development of hard-to-recover reserves and to stimulate the process of import substitution in the oil industry, are given.
