INFORMATION AND ANALYTICAL DATABASE ON RESEARCH AND TECHNOLOGICAL WORKS OF THE ARCTIC SPHERE
Abstract
In order to analyze the activities in the field of implementation of Arctic scientific projects carried out by the organizations of the Russian Federation, Murmansk Arctic state University has created an information and analytical system (database) for Arctic research and technological works. The work of the system is based on information from official open sources. Only the projects that have a specific reference to the Arctic region in their implementation are including for analysis. The executor of the project is the organization officially specified in the project documentation. By the system, the information and analytical processing was carried out on projects that were implemented in 2018 and/or are implemented in 2019, regardless of the start date of the project. The analysis includes information on almost 1000 Arctic projects implemented by more than 200 organizations. For the correct analysis and selection of the most competent organizations, a sampling was carried out on the number of Arctic projects being implemented (at least 5) and on the amount of annual funding (at least 10 million rubles). The organization was included in the sampling if at least one of the above conditions was realized. As a result, more than 100 organizations were allocated, of which 84 organizations are subordinate institutions of the Ministry of science and higher education of the Russian Federation, including scientific organizations of the Russian Academy of Sciences. The total amount of annual financing of organizations amounted to more than 5.8 billion rubles, with a total of almost 700 projects. The paper presents the main generalizing conclusions on Arctic scientific activities of scientific and research-educational organizations.
