LEGAL FRAMEWORKS FOR SUSTAINABLE DEVELOPMENT AND RESOURCE MANAGEMENT IN OCCUPATIONAL HEALTH AND SAFETY AND PHYSICAL SAFETY OF POPULATION
Abstract
Occupational health and safety and the physical safety of population are key areas of legal regulation at the international, European as well as national levels. This article analyses the legal frameworks that govern sustainable development and resource management in these areas, highlighting their importance for protecting workers and the public from physical, chemical, biological and cyber threats. International legal standards, such as International Labour Organisation (ILO) conventions and European Union directives, establish standards for the prevention of occupational risks and ensure a minimum level of safety in workplaces. In the context of the Czech Republic, the issue of safety and health protection at work is regulated by the Occupational Safety Act and related regulations, while the protection of the population is based on crisis legislation and laws on the integrated rescue system. Effective resource management in the field of security includes financial, personnel and technical aspects that support innovative approaches such as automation of safety processes, digitalisation and risk prediction through artificial intelligence. At the same time, legal frameworks must respond to new challenges, including the impact of climate changes, demographic shifts and the digitalisation of the work environment. This article focuses on the interrelationship between legislation and the practical management of health and safety, emphasising sustainability, prevention and adaptability in the changing conditions of modern society. Legal regulation in the field of sustainable development, occupational health and safety and physical safety of the population is a complex issue, and includes a number of international, European and national legislative acts. This legislation sets out requirements for risk prevention, the responsibility of employers and public authorities, as well as effective management of resources to ensure public health and safety. Legal frameworks in the field of occupational health and safety and physical safety of the population are dynamic and must respond to new technological, social and environmental challenges. Risk prevention, effective resource management and the integration of modern technologies into safety practice are key aspects.
