THE IMPORTANCE OF INTERNATIONAL COOPERATION IN THE MANAGEMENT OF ENVIRONMENTAL EFFECTS IN WESTERN BALKAN COUNTRIES

Abstract

In Western Balkan Countries, environmental issues have not been properly addressed. After the advancement in education, economics and partial emancipation in these countries has begun to think about the environmental effects. Western Balkan states have a small territory, most of these countries have emerged from the war after the dissolution of Yugoslavia. Therefore, for a period of time they have not been able to find a space, in order to include the environmental impacts among the state priorities. For more than 20 years they have had other priorities. Even though Western Balkan states are small in territory, they have a large number of inhabitants, so the geography of these territories "forces" them to develop co-operation in managing environmental impacts. As the environment every day becomes more and more the main topic in domestic state policy agendas in Western Balkan Countries, the need of cooperation with neighboring countries to achieve internal objectives is increased. It should be noted that all Western Balkan Countries have ambitions to join European Union, and as such some of them earlier and some of them later have developed or are developing a framework of environmental policies based on the European Union environmental Acqui. This paper aims to evaluate the cooperation of Western Balkan Countries in environmental policies development, seeing their internal organizational development through agencies, inspectorates and other state institutions. In order to complete this paper, we are going to use a qualitative measurement, including documents, existing literature, monographs, reports and other materials that have provided the required results. International cooperation for Western Balkan countries in achieving environmental impacts is very necessary, because all countries aspire the membership in the European Union and in order to be developed they need each other to cooperate.
