SUSTAINABLE URBAN DEVELOPMENT: A COMPARATIVE ANALYSIS BETWEEN ROMANIAN STANDARDS AND INTERNATIONAL BREEAM AND LEED CERTIFICATIONS

Abstract

Urban development and the construction industry have experienced in the last century massive development worldwide, and in Romania the last two decades have been marked by a considerable advance of construction projects growth. But sustainable urban development must be regulated by norms and standardization systems that lead to harmonious progress. In 1990, the first certification system for building sustainability, BREEAM, appeared in Great Britain and it is applied on a large scale mainly in Europe. The second certification system to emerge, LEED, created in United State of America is one of the most extensively used worldwide and largely adapted in various countries around the world. Subsequently, several certification systems were created in various countries, attending local urban realities. This paper aims to critically analyze the evaluation criteria of these two the most broadly used sustainability certification systems, BREEAM and LEED, and the Romanian legislation and norms applied in this field. This analysis is carried out with the purpose of identifying the breaks in Romanian legislation in urban developing sector and contributing to the improvement of building sustainability certification systems on Romanian market.
