INSTRUMENTS OF INDUCING OF INVESTMENT ACTIVITY IN ECOLOGICAL PROJECTS OF AGRARIAN AND INDUSTRIAL COMPLEX
Abstract
Attraction of investments into the agro-industrial complex and the formation of an effective investment policy is given considerable attention today, since it is precisely investments that can act as a "catalyst" for the development of the economy of the state as a whole, and of any of its regions or municipalities. The problems of increasing investment activity and improving the investment climate play a crucial role in maintaining and enhancing the region's economic potential. Investments are of great importance, both for the future situation of enterprises and for the country's economy as a whole. With their help, the expanded reproduction of fixed assets of production and non-productive nature is carried out, the material and technical base of business entities is strengthened, which allows enterprises to increase the production of agricultural products, improve the working and living conditions of workers. They depend on the cost, assortment, quality of products, as well as its competitiveness. The assessment of the activities of the regions is carried out taking into account the general state of the business climate and the investment potential of the constituent entity of the Russian Federation, and further provision of transfers is directly related to the activities of regional authorities to improve the business climate and increase investment attractiveness. All this makes it necessary to increase the investment attractiveness of enterprises in the agro-industrial sector of the region. The solution of this problem is provided by means of the market, and also the mechanism of the state's influence on investment processes. At the same time, the state impact on the above-mentioned processes is necessary in order to change negative trends, low investment attractiveness of the region and industries, passivity of economic entities in the sphere of investment activity, low competitiveness of small and medium-sized businesses in the sphere of agroindustrial complex. In this connection, the problem of choice of forms and methods of influence on investment activity is intensified. Increase of investment activity of economic subjects of the region is possible with close cooperation of federal and territorial authorities.
