SYSTEMS APPROACH TO THE STATE LEVELLING NETWORK OF THE REPUBLIC OF BULGARIA
Abstract
This publication aims to offer a generalized approach in describing a conceptual mod?l based on the ISO Conceptual Schema Modelling Facility Schema architecture and so-called Systems approach, based on General Systems Theory to establish interoperability at creation, acceptance, maintenance and renewal of the State Levelling Network I and II Order. The basis for proposing this generalized approach is the new Instruction for the establishment and maintenance of the State Levelling Network. This Instruction has been in force since 05.02.2021 and replaces the old one from 1980. The proposed Systems approach and the establishment of the desired interoperability presuppose the correct application of some key and crucial geoinformational aspects. In relation to this issue, optimized processes for working with special geodata types, which should be considered, as well as the necessary integration of the current advanced technologies and related technical means and data. The main goal of this generalized approach will allow us to determine the structure and the minimum requirements for the construction of the necessary Geoinformation System of the State Levelling Network of the Republic of Bulgaria at Meta-meta Model Level. The basis of the proposed generalized approach is the separation of relatively homogeneous components (layers), which are simultaneously interconnected in a single system. As a result of the proposal the internal and external relationships in the system are presented, alongside a high-level diagram for implementation.
