MODELING CADASTRAL RECORDS AS A PART OF NATIONAL SPATIAL DATA INFRASTRUCTURE
Abstract
Spatial data are being used in the process of effective decision making, for optimal resource management and continuous development. A need for properly maintained cadastral records enforced the development of spatial data infrastr ucture at national, regional and global level. NSDI (National Spatial Data Infras tructure) decreases redundancy and allows an easy access, share and exchange of spatial data on the principles of interoperability. NSDI de velopment must be based on the ISO 19100 series of standards and OGC specifications , and implementation of INSPIRE directive principles as well. Annexes of INSPIRE directive define themes of spatial data which will be processed and one of them is relate d to the cadastral reco rds. Considering the great importance of real estate for economic development of the country, it is essential that the cadastral records are maintained and that they contain well -structured data. In this work, a profile of the data model for ca dastral records in the Republic of Srpska is developed. The data model is based on LADM (Land Administration Data Model) offered by the draft of ISO19152 standard and the relevant legal regulative. The significance of this model reflects in good structuring of large amounts of data that exist for mentioned area, and in possibility to integrate the model into the European framework in order to ensure easy data exchange. Within the resulted profile of the data model for cadastral records, interfaces whic h provide data sets needed to meet the requirements at the state level as well as INSPIRE directive requirements are modeled.
