TECHNICAL ASPECTS OF CREATING A MULTIDIMENSIONAL CADASTRE IN POLAND

Abstract

In Poland, for several years the needs and possibilities of introducing a multi-dimensional cadastre have been considered. The European Union provides the Member States with a legal framework in the form of a norm regulating the development of broadly understood land administration systems. The cadastre, as a source of information about land and people who manage it, must above all enable proper land management. The basic aspect that we encounter in the discussion about the cadastre is the determination of the spatial parcel and connected with it property rights that may be applicable for specific subjects. The paper proposes an analysis of the technical aspects of the transition from a 2D cadastre to a multidimensional system. This task was implemented using available IT tools and basing on existing official spatial data registers. The key to implementation of the project in a multidimensional system is the use of information about the actual terrain relief. The construction of a simplified model (on a flat surface) without taking into account the terrain relief, does not enable the practical use of the 3D system. The spatial registration of utility infrastructure is created now enables the construction of a spatial cadastre of municipal infrastructure networks with sufficient accuracy and it can be used for the needs of trading of rights to dispose of a given device, as well as for designing, tax and other purposes.
