MANAGING OF MUNICIPAL HOUSING IN POLAND FROM PERSPECTIVE OF NEW PUBLIC MANAGEMENT

Abstract

Social housing management is an area of asset management within local government which is strongly dependent on legal and socio-economic system as well as public housing policy. In many countries housing systems are in transition towards privatization, deregulation and decentralization of public tasks. The transformations in institutional and economic context have lead to more market-oriented social housing management. They have not been an isolated process but a part of broader one termed New Public Management (NPM) intended to improve efficiency of the public sector. Public housing system in Poland is based on a local government-dominated social rented sector in which the social landlords' functions are in the vast majority filled directly with municipalities. These entities in fact integrate the functions of local authorities with the role of the owner (and provider) as well as the manager of the social housing stock that is allocated to low-income households or to special target groups such as the evicted or the disabled. This paper presents some of the Polish experiences in the area of municipal housing stock management (MHS) from the viewpoint of key assumptions of NPM. Detailed empirical studies are related to an assessment of implementation of selected NPM instruments in the area of MHS management in chosen urban municipality.
