INFORMATION SUPPORT OF THE PUBLIC ENVIRONMENTAL CONTROL AND OF THE PUBLIC CONTROL OF LAND USE

Abstract

The article covers the issues of public environmental control and of public control of land use in order to preserve and restore the environments, manage the nature efficiently and protect the natural resources as well as strengthen the law rules in the course of activity by the legal bodies at different levels. Modern, reliable and available spatial data is necessary for efficient implementation of public environmental control and of public control of land use by the public institutions and societies, private non-commercial institutions as well as by the physical persons. Public information by specialized geoinformation systems and geo-portals, geo-services, electronic atlases and territory passports, catalogues and services of public spatial data created by commercial and public bodies may be used for information support of public environmental control and of public control of land use. The alternative for information achievement from the commercial sources and catalogues for the purposes of public environmental control and of public control of land use might be achievement of true current information based on direct use of different methods of the territory survey. One of the above methods is the remote sensing by the unmanned civic aircrafts. Lately the method for achievement of the spatial information became of special practical use but it is limited in the Russian Federation (RF). The article is to proceed with the authors research published in [11], [13] and aimed to combine the information resources to support activity in the area of the land-property relations.
