UNCERTAINTY OF THE AREA OF PARCELS COLLECTED IN THE REAL ESTATE CADASTRE IN THE PROCESS OF ITS MODERNIZATION
Abstract
Modernization of the real estate cadastre is a set of technical, organizational and administrative activities aimed at gradual improvement of the quality of data collected there. In the real estate cadastre's database, the key importance to the quality is whether the accuracy of the location of objects corresponds to the assumed formal and legal purposes and the expectations of users. The accuracy of determination of coordinates of border points has a direct impact on the uncertainty of area estimation, which is a key attribute of the parcel. The paper presents the results of research on improving the quality of real estate cadastre data, in particular the area of parcels located in selected communes in the southern Poland. On the basis of the "data source" and "error of the position of the border point" attributes an analysis of the uncertainty of estimating the area of parcels was carried out. The most satisfactory results of the improvement of the quality of the real estate cadastre database data, gives the application, in the process of modernization, of data sources from geodetic field measurements. The use of an orthophotomap in the process of modernization of the cadastre is a more economical solution in terms of finance and time, but does not always meet the current standards for the accuracy of determination of the area of parcels. In the process of modernization of the cadastre in rural areas, it is necessary to extend the obligation of performing the geodetic field measurements in relation to the areas designated as future urbanized and investment areas.
