POLICY DEVELOPMENT FOR A CIRCULAR ECONOMY AND SUSTAINABLE DEVELOPMENT
Abstract
This abstract examines the development of public policies supporting the transition toward a circular economy and their role in achieving sustainable development objectives. The aim of the article is to analyze key policy instruments, regulatory frameworks, and governance mechanisms that facilitate resource efficiency, waste reduction, and the decoupling of economic growth from environmental degradation. The study adopts a multidisciplinary approach, combining policy analysis with insights from environmental economics and sustainability science. The paper focuses on the evolution of circular economy strategies at international and national levels, highlighting the role of institutions such as the European Commission and global initiatives aligned with the United Nations Sustainable Development Goals. Key policy tools examined include extended producer responsibility, eco-design regulations, green public procurement, and economic incentives promoting recycling and reuse. Particular attention is given to the integration of these instruments into coherent policy mixes that address systemic challenges across value chains. Furthermore, the article evaluates barriers to effective policy implementation, including institutional fragmentation, market failures, and limited stakeholder engagement. It also explores the role of innovation, digitalization, and cross-sector collaboration in enhancing policy effectiveness. Case-based insights demonstrate how well-designed policies can stimulate investment in circular business models and support the transition to low-carbon economies. The findings suggest that successful policy development requires a holistic and adaptive approach, combining regulatory, economic, and informational instruments. Effective governance, stakeholder participation, and alignment with broader sustainability strategies are identified as critical factors. The article contributes to the ongoing discourse on circular economy policy by outlining practical recommendations for policymakers seeking to accelerate the transition toward sustainable and resilient economic systems.
