INSTITUTIONAL EFFICIENCY OF COMMUNES IN POLAND IN RESPECT OF SPACE MANAGEMENT

Abstract

The principal tool used for the implementation of spatial policy in Polish communes is a local spatial management plan. It is an act of local law and its provisions are binding in respect of the purpose of land development and the way it is achieved, development conditions and localisation of public aim investments. All actions undertaken by the commune authorities must be carried out in a manner which is both socially and economically efficient, in compliance with the requirements of environmental protection. These circumstances call for a rational budgetary policy within the limited resources available. Meanwhile, one of the sources of tax revenue for a commune is real estate taxation, which depends on the prevalent functions performed by real properties in a given commune. The aim of the following research has been to identify dependences between the preparation of land for investments (the coverage of local spatial management plans) and the own revenues acquired by communes in Poland, which can serve as a measure of the rational management of land resources Rational management of space is an important dimension of the efficient running of a commune. The analyses involved data from the Central Statistical Office in Poland. The results enabled the authors to distinguish some groups of communes, with characteristic relationships between the land zoning process and the communeпїЅs revenues.
