CAPACITY BUILDING FOR GREEN ECONOMY AND SUSTAINABLE DEVELOPMENT

Abstract

The transformation towards a green economy represents one of the main challenges of contemporary society in the context of climate change, structural changes in the labor market and sustainable development. While technological and legislative innovations are a necessary prerequisite for this transformation, a key factor for its successful implementation is systematic capacity building at the individual, institutional and systemic levels. This article focuses on the area of green economy building, through a theoretical framework, an overview of international strategies and case studies from Austria, Finland and South Korea. The aim of the study is to identify transferable elements of foreign approaches and formulate recommendations for the conditions of the Czech Republic. The main findings include that effective capacity strategies include interdepartmental coordination, the integration of environmental education into school curricula, the establishment of competence centers for retraining in transforming regions and support for public administration in the field of sustainability. For example, the Finnish strategy -Green Skills Agenda- led to the creation of more than 30 new professional profiles oriented towards the circular economy and renewable resources (OECD, 2020). The article concludes that capacity cannot be achieved without targeted building to achieve a fair and effective green transformation. The Czech Republic has structures and tools that can be used to create a national strategy for the development of competencies for the green economy, but the key is political will, a long-term vision and the integration of actors across sectors.
