ECOLOGICAL OR MINIMUM PERMISSIBLE FLOW IN RIVERS AS A TOOL CONCERNING RIVER ECOSYSTEMS HEALTHY FUNCTION
Abstract
Providing the environmentally healthy conditions in rivers is main prerequisite to guarantee the sustainable river ecosystems development. This is connected to implementation of various measures accounting the increasing anthropogenic and climate change impacts. For the purpose on local, national and international level various tools and practices are implemented following the adopted legislation. For the countries of European Union Directive 2000/60/EC (WFD) stipulates main framework for community action in the area. In help different Guidance documents are elaborated disseminating and assisting for the best practices in the area application. This is of especial help accounting the great variety of local specifics and ultimate need of best decision selection with respect to the each country conditions. In help of professionals in the area this material briefly consider some of the EC adopted practices, focusing on the Bulgarian approach, concerning adopted legislation. This is connected to ecological or minimum permissible flow in rivers providing. Considering that their practical implementation is closely connected to the process of effective in-situ control providing implementation of a monitoring and Information system for the results presentation is proposed. Presented systems are initiated considering the possibility of additional climate change, water related and anthropogenic impacts diagnostic and their incorporation into the proposed systems.
