Abstract

The basic geodesic activities in the preparation of the Project “Reconstruction and Electrification of the Railway Line Plovdiv – Svilengrad – Greek/Turkish Border” have been described. The problems in the development of the working geodesic base, creation of a three-dimensional model, cadastral map, and the detailed structural layouts of the territory in question have been discussed. Specific attention has been paid to the procedures in changing the purpose of the agricultural and forestry territories and the expropriation procedures. The weaknesses in the legal regulations have been indicated, as well as the changes, required for the speeding up of the procedures, which may sometimes take years. The necessity of a clear government strategy with respect to the big infrastructure projects has been stressed, with the purpose of rational assimilation of funds, assigned by the European Union.
