THE ANALYSIS OF ROMANIA CADASTRAL RECORDS DYNAMICS IN GIS USING OPEN DATA

Abstract

In this article, we want to highlight the dynamics of recent years with regard to cadastral records from the perspective of open data provided by ANCPI. In 2016, the General Secretariat of the Government started the project Improvement of the Quality and Number of Open Data Sets Published by Public Institutions - SIPOCA 36, co-funded by the European Social Fund for 2014-2020. Government data are considered open if it is made public in a way that complies with the principles below: complete, primary, timely, accessible, machine processable, non-discriminatory, non-proprietary and license-free. We have analyzed the current situation in Romania regarding the European Data Portal. We propose a GIS analysis on dynamics of recorded real estate areas, volume of real estate data managed at territorial administrative units level, dynamics of real estate mortgages in urban or extravilan areas. Graphical representation of GIS dynamics is more suggestive and can be useful in various studies.
