NEW PROPOSED SOLUTION FOR MINIMIZING THE EFFECTS CAUSED BY REPEATED FLOODS
Abstract
Romania faces floods every 2-3 years, followed by human and animal losses, and large flooded agricultural areas. There are rivers such as Siret, Crisul Repede, Cri?ul Negru, Ialomita with non-rehabilitated areas that have systematically caused damages in the last decade. Based on the latest measurements, the real transport capacity of natural course in high flow conditions and flood risk was estimated. In recent years, after the massive floods recorded in 2005, 2008, 2012, and 2018, there have been uncontrolled deposits of sediment in some places or on the contrary areas with erosion, followed by landslides, turning these places into areas of risk. The Siret River is analyzed as a case study. In the last decade it has always changed its course the twists and turns have appeared and disappeared every year. Based on the measurements recorded for the maximum recorded tributary flows, a flood hydrograph model was established, correlated with the amount of precipitation registered in the area. A theoretical model for sediment transport in case of high flows is presented and is estimated the limits of uncertainty for floods. The maximum flow hydrograph and the maximum volume hydrograph transported with an insurance of 0.1% and 1% (risk of occurrence) were determined. For these values, the risk of flooding in the analyzed sections, the right or left bank where the water may discharge, was determined. The proposed method aims to minimize the effects of floods by knowing the risk areas. Through the proposed and implemented method, local authorities can permanently analyze crisis situations during periods of high water and heavy rainfall.
