MODEL OF GEO-INFORMATION SUPPORT FOR DECISION-MAKING WHILE NATURAL RISK MANAGEMENT

Abstract

We consider innovative technologies in the field of geoinformation management. While planning and implementation of large projects, for example, in the field of environmental management, both on land and at sea or in coastal zones, an important aspect is the management of natural risks using the tools of geo- information support of decision-making, based on geo-information management principles of complex territorially distributed systems, including legal framework and economic justification. The aim of the research is to elaborate innovative technologies for the development of tools for geo-information support in the tasks of managing natural risks in the context of climate change using soft computing, network technologies for collecting, archiving, processing and dissemination of information. Geo-information support of decision-making in natural risk management is an important component of costs in the implementation of large projects in different regions of Russia. Some of data, used in the framework of geo-information management, refers to fuzzy sets, the results of soft measurements, so the processing of such data should be performed with methods of soft computing and measurements. In article, we present results of successful research in recent years at the Institute of Arctic and subarctic of the Russian state hydrometeorological University. The results of the research have significant novelty and can be used in carrying out major infrastructure projects.
