RISK MANAGEMENT SYSTEM IN CZECH REPUBLIC

Abstract

The system of training people in the area of population protection and crisis management consists of two basic levels of education. The first level includes professional qualification education through the acquisition of a qualification or higher qualification of higher professional education, higher education in a bachelor or master study program or in higher study programs. Second level focus on further vocational education is intended for target groups of workers with a focus on the deepening of the skills required to carry out a function or activity in the field of population protection and crisis management, its maintenance and regular updating of expertise, including the acquisition and prolongation of professional competence justifying the performance of designated activities; completing the necessary knowledge of population protection and crisis management for specific functions or activities, their maintenance and regular updates. Further professional training is provided mainly by legal or individual persons who have been granted accreditation by the Ministry of the Interior for educational activities, as well as contributory organizations set up by the Ministry of the Interior or territorial self-governing unit, which has been granted the accreditation of the Ministry of the Interior. Population preparation takes place either on a voluntary basis or through the introduction of school education. The share of the Czech Fire Brigade in teaching the topics of human protection in the event of extraordinary events at basic, secondary and higher vocational schools was conceptually proposed within the document "Focusing preventive educational activities in the field of fire protection and protection of the population. For the education of future pedagogical staff at universities, the Government of the Czech Republic approved by Resolution No. 734 of 5 October 2011 the inclusion of the themes "Protection of human beings in case of emergencies, health care and traffic education" into study programs of faculties of pedagogy.
