THE BERBESTI COAL FIELD, ROMANIA EFFECTS AND IMPACT ON ENVIRONMENT

Abstract

The demands existing at the European Union level impose a new approach of the problems concerning the mining exploitation from the point of view of the effects and pressure exerted by them over the environment and of all the consequences of the socioeconomic development. Starting from the strategic objectives imposed by the European programmes at the environment-protection level, corroborated with the rather slow rhythm of reform of the Romanian mining industry determined by the delay concerning the achievement, in the mining areas, of a business milieu which is due to stimulate the private investments. Thus, the investments launched in these areas will concentrate on elaborating and implementing an appropriate management through appropriate policies, instruments and the sustained mobilization of the financial and human resources. The lignite exploitation in the coal field area of Berbesti has required dramatic environmental changes (air, waters, soil, vegetation) as well as changes in the socio human activities (such as habitation movement, head offices of local public institutions – even entire villages, of communication means, high–tension and phone networks). The adequate determination of the effects and implications of the exploitation of the environment, the physical-geographical and economic peculiarities of the area have led, within the frame of long-lasting development, to setting up priority actions among which we enumerate: restructure and transform the mining activity in a modern and viable economic sector (the creation of an industrial minipark that is to include the perimeter of the Berbesti quarry); ecologize the area affected by the mining activity, in accordance with the territory systematization programme, promote the technological development and the technology transfer as an alternative to the mining activity.
