THE ROLE OF HIGHER EDUCATION IN NATIONAL INNOVATION SYSTEM

Abstract

The development of knowledge-based economy is based largely on the national innovative system. The effectiveness on innovative processes depends not only on the scientific, technical and production potential, but also on the relationship between science and production. Higher education institutions in post-industrial economies expand the list of functions they perform, as they are involved in the commercialization of scientific knowledge. Thereby, the article aims to investigate the forms and the level of participation of higher education institutions in the innovative system of Russia and its regions. To achieve this goal the article examines the functions of universities within such theoretical concepts as the model of innovation process, model of national innovative system, the Knowledge Triangle and Triple Helix. Furthermore, the research explores the different forms of interactions between universities and other participants of innovative process, namely the experience of integration of higher education in the national innovative systems in different countries. As a result, the article gives a clear-cut presentation of the key vectors of development of higher education in the framework of Russian innovative system that could enhance scientific and innovative activity and economic development of the country as a whole.The development of knowledge-based economy is based largely on the national innovative system.
