INCREASING EXPORT POTENTIAL OF THE RUSSIAN INDUSTRY BY DEVELOPMENT OF RHENIUM LOGISTICS

Abstract

The obvious solution of the problem is to provide rhenium production in Russia. Natural environment is an advantage of the Russian Federation in this field. However, metal introduction to the world market can cause losing national jurisdiction control as its main consumer is the USA industry. Therefore, formation of the Russian national reserves has to be the main objective of the rhenium production system. Considering dynamics of its consumption, demand and prices will grow eventually. Rhenium accumulation for future generations is more reasonable than investing free capitals in debt obligations of the USA Federal Reserve System. Though this way does not give all potential opportunities to develop logistics system of rhenium production. The Russian rhenium stocks must have great impact on industrial growth production in the country. Therefore it is necessary to stimulate reasonable use of rhenium in the economy of Russia. The paper considers modern issues and contradictions of organizing system of rhenium production. The authors have offered logistic approach to solve the problem based on the leasing scheme of rhenium stocks realization. It is shown that lease payment and repayment of leasing obligations should be made in the natural form in this scheme. Thus, we offer to return rhenium to the state purchased in the free foreign market or from domestic processers of rhenium containing scrap. Economic evaluation of the offered scheme is given.
