THE INFLUENCE OF LAND CONSOLIDATION PROJECTS ON THE POSSIBILITY OF IMPLEMENTATION OF RURAL RENEWAL PROJECTS

Abstract

Land consolidation is a fundamental instrument for agricultural management. It facilitates comprehensive changes in the agricultural, settlement, social, and ecological domains. Consolidation and post-consolidation development-related investments are an opportunity to improve living and working conditions in rural areas. One of the primary goals of consolidation, directly specified in the Act on land consolidation, is to improve farming conditions. In Poland, consolidation is possible owing to RDP 2014?2020 EU funds. One of the factors affecting the grant of EU funds for such projects is the designation of land that after the consolidation would become municipality property for local public utility areas where target rural renewal projects would be implemented. First, the extent of these areas is defined pursuant to the Local Spatial Development Plan and then other types of sub-projects for which land has to be designated are introduced in public consultations regarding the proposal. According to the Act on land consolidation and exchange, land necessary for local public utility areas and public roads is sectioned off from land belonging to the Agricultural Property Inventory of the State Treasury or the municipality. The goal of this paper is to analyse documentation in the form of assumptions for a land consolidation project enclosed to an RDP 2014?2020 grant application for the works as the basis to determine whether the grant was justified and to find possibilities to support rural renewal projects through the designation of land. The detailed study involved 9 villages in the Ma?opolskie Voivodeship, which applied for EU grants for land consolidation in the current financial perspective. The paper describes the current condition of the analysed villages as regards technical and social infrastructure, presents the types of rural renewal projects that require land designation, and the extents of the other projects indicated during the public consultations that do not require land designation but contribute significantly to the improvement of living and working conditions in rural areas.
