FINANCING RESEARCH AND DEVELOPMENT ACTIVITIES FROM PUBLIC FUNDS IN ROMANIA
Abstract
The research-development activity has not been quite adequately financed in Romania over the last few years. Annual financing programs and multiannual programs were issued (NPRDI I пїЅ [National Plan for Research, Development and Innovation]), and, as of 2007, together with RomaniaпїЅs adherence to the European Union, an effort was made to align the financing programs of this activity to the UnionпїЅs programs. Thus, beginning with the Seventh Framework Program (FP7), the National Plan for Research- Development and Innovation II (NPRDI II) was set for 2007-2013, as well as the National Plan for Research-Development and Innovation III (NPRDI III), at the same time with the launching of the Horizon 2020 Program. Moreover, the financing is again from public funds through the framework program, Nucleus. The amounts allotted for the two financing programs from public funds are increasing every year due to an increased state budget, but the research and development activities are still insufficiently financed. Considering RomaniaпїЅs commitment, as part of the Horizon 2020 Program, to reach a financing level of 2% from GBP, divided as 1% from public funds and 1% from private funds, it would be a fortunate situation if that 1% from public funds could be allotted. However, there are certain prerequisites for achieving this objective.
