ANALYSIS OF ENERGY EFFICIENCY IN PUBLIC BUILDINGS - CASE STUDY KOSOVO

Abstract

The overall objective of the project is to increase the energy efficiency in public Government buildings in Kosovo through implementation of energy efficiency and renewable energy measures in 140 (140 out of 369 total number of government building stock) public buildings in Kosovo. The updated European Energy efficiency directive sets the energy efficiency target of 30% for 2030 including measures to update the Directive and make sure the new target is met. All European countries have set their national policies and action plans to ensure energy savings in all sectors including building and industry sector. The Republic of Kosovo as a contracting party have set its national energy efficiency action plan (NEEAP) where it is projected to have energy efficiency of 9% up to 2018 which amounts 91.89 ktoe (compared to baseline 1021.08 ktoe in 2010). Based on the action plan Kosovo is implementing the energy efficiency measures in all sectors. The energy sector in Kosovo is key source for countryпїЅs economic growth. The major energy consumer in Kosovo is building sector which is actually consuming over 40% of total energy consumption of the country. Furthermore, the latter represents the biggest energy saving potential. The objective of project is to deliver 140 energy efficient renovated public buildings which will have operation energy savings up to 50% compared to actual situation where the buildings are operating with inefficient heating and lighting systems. The proper project management, monitoring & verification will impact in increasing the thermal comfort and indoor air quality of the buildings. The investments simple payback period is between 5-6 years. Including the renewable energy sources for hot sanitary water, the project will help mitigate the projected shortfalls and it might address issues related to energy security (dependency on the energy imports), by reducing public expenditures on energy and environment impact due to energy use. The project results show significant improvements on energy efficiency in public building, resulting with lower heat cost for the buildings, reduction of fossil fuels and emission reduction (CO2).
