Abstract

The relation man – environment has reached a point when it will bear major changes, which will reshape the entire structure of the man-made edifice. In fact, the changes will affect the society and the rules which it has created in all the aspects, starting from the definition of morality and reaching the behaviour of each individual, inhabitant of the planet. In this context, the ecologic policies do not situate themselves on auxiliary positions, “curative”, but they are meant to set up objectives on economic, juridical, educational, social, technological, environmental etc. levels and to elaborate the achievement strategy. The proportions of the changes, the scientific incertitude, the traditions, the behavioural and consume patterns, the technical restrictions etc. are elements which constitute many difficulties in the elaboration of the ecologic policies. The economic delays at global, regional and even national levels have not been overcome. To these the armed conflicts, internal or international, are added which exceed, in many cases, the possibilities of control. Thus, in the context of a world torn apart by the conflicts of interest between the poor and the rich, between the users and the suppliers, where the obtained gains from a level prove to be losses on another level in real terms, to which the environment problems are added, the ecologic policies must act to perfect the system in all its aspects.
