MAIN REGULATIONS AND STANDARDS CONCERNING THE PROTECTION OF FORESTS AND VINICULTURAL PLANTATIONS FROM ROMANIA, WITH A SPECIAL FOCUS ON IMPROVING THE EFFECTS CAUSED BY CLIMATIC CHANGES
Abstract
The purpose of the present paper is to identify the main national documents regarding the protection of forest and vinicultural plantations, with a focus places on references including the remission of effects caused by climatic changes. Romania has adopted numerous laws concerning the effects caused by climatic changes, such as Law number 251 from 28 October 2015 for accepting the Doha Amendment from the Kyoto Protocol at the United Nation?s Framework Convention regarding climatic changes; Law number 57 from 10th April 2017 for the ratification of the Paris Accord; the Government Decision number 780/2006 regarding the establishment of the commercialization scheme for green house gas emissions certificates; the Government Decision number 739 from 5th October 2016 for adopting the National Strategy concerning climatic changes and increasing an economy based on low carbon emissions for the period 2016-2020; the National action plan for implementing the National Strategy concerning climatic changes and increasing an economy based on low carbon emissions for the period 2016-2020. As a result of climatic changes, the main threats for Romania?s forests are: the aridity of South and plain areas; destabilizing stands from hill areas represented by mesophyll species (oak, beech); reducing the total accumulated biomass quantity, especially in young and mature Norway spruce stands, under 60 years of age; the increase of insect attacks. During the last period of time, measures were taken at a governmental level for the period 2014-2018 by sustaining grape wine plantations through a National Support Program in the vinicultural sector. Its main objectives were: promoting wines, restructuring and the reconversion of vineyards, ensuring the harvest, offering investments for creating new plantations as well as for buying tractors and agricultural machines that ensure quality and timely works. An update of technologies is mandatory by taking into consideration climatic changes, the results obtained worldwide in this regard as well as by adapting the technologies and equipment at Romania?s specific and conditions.
