PROBABILISTIC CRITERIA FOR RISK ASSESSMENT OF TORNADO EFFECTS ON HAZARDOUS PRODUCTION FACILITIES

Abstract

In connection with the significant destruction capability of tornado, the possibility of tornado passing through the areas comprising higher criticality rating facilities, such as nuclear power plants (NPP), is considered during the design and engineering (D&E) phase for such facilities. Corresponding probabilistic safety criterion in introduced into the decision-making basis concerning the consideration of tornado's impact onto the hazardous production facilities and destruction loads computation during the D&E phase. Stepped-up tornado occurrences in the latest decades in various regions determine the need to extend the range of categories used for the industrial facilities that may lead to various emergency situations when exposed to tornado. At the same time, there are a number of reasons available that points out the re-assessment of the NPP tornado exposure probabilistic safety criterion amounting to 10-7 1/year. First, this re-assessment is stipulated by that the tornado's destruction capability does not always inevitably lead to beyond design basis emergency. Following the applicable NPP safety regulations, the recommendations are provided concerning the clarification of the tornado's potential impact accounting criterion with regard to the NPP's buildings and facilities. Need to arrange the acquisition and analysis of new meteorological data is noted to continue the existing catalogs of registered tornadoes.
