REDUCING THE COAL OPERATING CAPACITIES IN ROMANIA IN THE CONTEXT OF NATIONAL ENERGY SELF-SUFFICIENCY AND SAFETY INSURANCE
Abstract
In Romania, the production of coal and lignite depends on the national demand for primary energy resources in the electricity production sector and on the available resources / reserves. Although it still plays an important role in the mix of electricity production and the safety of the National Energy System, especially in the winter, coal-fired electricity production is decreasing even this season. The considerations for which this situation was reached are: the programs for extractive industry reorganization and implicitly for the continuous abandonment of coal-based energy production, the orientation and development of wind and photovoltaic energy parks, the environmental legislation imposed by European norms. The coal mine area of Jiu Valley currently includes 4 mining units for the production of hard coal (Lonea, Livezeni, Vulcan and Lupeni) of which 2 have entered the closure process (Lonea and Lupeni) and is intended for Paro?eni and Mintia thermal power plants. The lignite production is ensured by the 5 coal basins of Oltenia (Rovinari, Jil?, Motru, Husnicioara and Berbe?ti) and the beneficiaries of the extracted coal are the Rovinari, Turceni and Craiova energy complexes. This paper aims to analyze the evolution / involution of coal-based electricity production in the last 5 years in terms of reorganization and closure of mining objectives, the consequences of these programs for the population in mining areas, and other opportunities to ensure independence and energy national security.
